The Cowboys will not be deterred by the uncapped season and uncertain labor situation in their plans to improve their team in free agency.

They may not be aggressive out the outset of free agency because they have few holes, but they will take advantage of opportunities in free agency.

Owner Jerry Jones said what other teams are doing is not of his concern. He is only focused what's best for the Cowboys.

"I decided this when we knew what was coming in our system, that I'm not interested in what anybody else is doing," Jones said. "I'm interested in what we're doing. We have blinders on in our decision-making. It's all about what is in the best interests of the Cowboys as it relates to that given player.

The Cowboys tendered contract offers to 11 of their restricted free agents. They declined to tender an offer to kicker Shaun Suisham and they signed defensive back Cletus Gordon to a one-year deal. OFFSEASON STRATEGY The Cowboys are focused on improving their offensive line and taking opportunities where they can get them to improve their team in free agency. They will look to improve their returns on specials teams. Owner Jerry Jones said the Cowboys will likely add three or four new faces in free agency. TEAM NEEDS 1. Kicker: The Cowboys were undone by the Nick Folk's sudden decline. He cost them games and affected how they called games. It didn't get any better when he was cut and replaced by Shaun Suisham. The Cowboys must find a kicker they can rely on. Look for them to consider Colts free agent kicker Matt Stover. 2. Offensive tackle: LT Flozell Adams is getting old and RT Marc Colombo is coming off injury and a horrible performance in the playoffs. The Cowboys need to address the position for the future. They also might look at a guard to replace Kyle Kosier on the inside. 3. Safety: One area of the defense that needs addressing is safety. Ken Hamlin is good at getting players lined up but he makes few plays. The need more plays from the safety position. MEDICAL WATCH: NT Jay Ratliff has undergone arthroscopic clean up surgeries on both elbows. He will be ready for the start of the offseason program in March. --C Andre Gurode had a minor arthroscopic knees surgery, which kept him out of the Pro Bowl. He is also expected to be ready for the offseason program in March --LB DeMarcus Ware underwent surgery to remove a bone spur from his left foot. He will be back for the start of the offseason program in March. --FS Alan Ball underwent a cleanup surgery on his ankle. He will be back for the offseason program in March. --G Duke Preston underwent a cleanup surgery on his ankle. He will be back for the offseason program in March. FRANCHISE PLAYER: None. TRANSITION PLAYER: None. UNRESTRICTED FREE AGENTS --G Montrae Holland is not a priority. He was inactive the entire 2009 season. UNRESTRICTED FREE AGENTS (not tendered offer) --*K Shaun Suisham (not tendered as RFA) was not an upgrade, missing three field-goal attempts in four games. He isn't expected back. RESTRICTED FREE AGENTS (*indicates restricted because of uncapped year) --*WR Miles Austin (tendered at $3.168M with first- and third-round picks as compensation) was big in leading the NFC with 1,320 yards and catching 11 touchdowns. --*DE Stephen Bowen (tendered at $1.759M with second-round pick as compensation) proved to be a solid backup and will be brought back unless he lands a starting job and big contract elsewhere. He made 32 tackles and three sacks and had 35 pressures as a backup last season. --DE Jason Hatcher (tendered at $1.759M with second-round pick as compensation) was mainly a nickel pass rusher, however he could push for a starting job next season with or without Marcus Spears. --*WR Sam Hurd (tendered at $1.759M with second-round pick as compensation) is one of the team's top special teams players and will be brought back. --OT Pat McQuistan (tendered at $1.176M with seventh-round pick as compensation) has played on special teams. He is a career backup and not a priority. --*C Duke Preston (tendered at $1.226M with fourth-round pick as compensation) was inactive for all but one game last season after signing with the Cowboys on Aug. 27 following his release from the Packers. --*G Cory Procter (tendered at $1.759M with second-round pick as compensation) can play center and guard and is considered a solid backup. --*SS Gerald Sensabaugh (tendered at $1.809M with second-round pick as compensation) thought he would be able to cash in big after signing a one-year, $1.75 million make-good contract in the offseason. --NT Junior Siavii (tendered at $1.101M with third-round pick as compensation) proved to be solid backup to Jay Ratliff but is no difference-maker. Will be brought back to camp. But the Cowboys could seek an upgrade. --*DE Marcus Spears (tendered at $1.226M with first-round pick as compensation) had a very solid year with 50 tackles, 2.5 sacks and 16 pressures. But he will never live up to his status as a first-round pick in 2005. --*S Pat Watkins (tendered at $1.176M with fifth-round pick as compensation) is a solid special teams player and will be brought back. EXCLUSIVE RIGHTS FREE AGENTS --CB Alan Ball is a good special teams player who didn't let the team down when he was forced to play safety because of injury. He is a solid backup. --LB Steve Octavien is not considered a threat to play in the regular defense and was average at best on special teams. PLAYERS RE-SIGNED: None.
